 Overview

Since its incorporation as a city, Middleton has adopted plans to guide the development of this dynamic community while seeking to preserve its unique, historic character.  The city's master plan has been updated over the years, and numerous plans focusing on particular community resources have been adopted as elements of the master plan.  These plans, coupled with city ordinances, are the means through which the City of Middleton carries out its policies and regulations regarding land use and the physical development of the community. 

Currently, city officials are developing a comprehensive plan that meets the requirements of Wisconsin's recent "smart growth law."  The Middleton Planning Department is responsible for developing and updating the city's Comprehensive Plan and assisting in the preparation of other plans affecting Middleton.  The plans are adopted by the Plan Commission and Common Council after the public and various city committees have had an opportunity to provide input.
 
 Comprehensive Plan

The City has developed a comprehensive plan consistent with Wisconsin's "smart growth" law.  An initial public hearing was held on November 22, 2005, to solicit initial comments on the draft plan.  Click here to see the overview presented by staff at the Nov. 22 meeting.  In mid January 2006, city staff released a second draft of the plan, and a work session was held on January 21 for the purpose of gathering input from city officials (Jan. 21 meeting notes).  A second public hearing was held on February 14 (Plan Commission minutes, item #9) and a second public work session was conducted on March 11 (Mar. 11 meeting notes).  City staff then continued to edit the plan document, and another public hearing was held on May 9, 2006 before the City adopted an Interim Comprehensive Plan Update on May 16.  Following additional revisions, a final public hearing was held on November 14, 2006 (Plan Commission minutes), and the final plan was adopted by the Common Council on November 21.

A paper copy of these materials is available for review in the City Clerk's office, 7426 Hubbard Avenue, during regular business hours (7:45 a.m. to 4:30 p.m.).  A paper copy is also available at the Middleton Public Library.   The City of Middleton has worked cooperatively with surrounding communities during the Comprehensive Planning process.  This work has led to the creation of a Joint Planning Area and Joint Zoning Committee with the Town of Westport, and an Intergovernmental Agreement with the Town of Springfield.
