Planning

Middleton's planning department oversees most of the City's development review processes, including land divisions and subdivision plats, rezonings, planned developments, conditional use and special use permits, site plan reviews, variance requests, annexations, and proposed amendments to the Zoning, Subdivision and Sign ordinances.  The office is responsible for developing and updating the city's Comprehensive Plan and assisting in the preparation of other plans affecting Middleton.  These plans and ordinances are the means through which the City of Middleton carries out its policies and regulations regarding land use and the physical development of the community.  

The department has three planners (and periodically interns) who provide staff support to the Plan Commission, Zoning Board of Appeals, Airport Commission, the Middleton/Westport Joint Zoning Committee, the Community Development Authority, and other applicable City boards/ committees/commissions.  In addition, they work with the City Administrator and Tourism Director under the auspices of a Community Development Department, which monitors and assists with various economic development initiatives in the community.

Building & Zoning Permit Fee Increases
Building Permit Fees Increases Effective 1/1/2012
    • Buildings (new const.), base fee: $150
    • Buildings (minor alt & repair), base fee: $50
    • Electrical, Plumbing & HVAC, base fee: $50
    • Fence or Shed $30
    • Swimming Pool, above ground: $60
    • Swimming Pool, below ground: $80
    Zoning Permit Fee Increases Effective 1/27/12

    In addition to a Building Permit…. no structure shall be erected without obtaining a Zoning Permit. The Plan Commission is hereby delegated the authority to promulgate permit requirements, to establish forms for permit applications and permit forms themselves. (City of Middleton Code of Ordinances, Section 10.127(1)) Zoning Permit Fees: (City of Middleton Code of Ordinances, Section 10.128(1)(g)):

    • One & Two Family
      • $250 for principal structure;
      • $50 for additions such as garages & decks
      • $25 for minor accessory structures such as sheds & fences.
    • Multi-Family (3+ units) & Small Commercial Structures (20,000 or less SF)
      • $500 for principal structure;
      • $250 for additions such as garages & decks;
      • $100 for minor accessory structures such as sheds & fences.
    • Large Commercial Structures (over 20,000 SF)
      • $1,000 for principal structure;
      • $250 for adds. such as garages & decks
      • $100 for minor accessory structures such as sheds & fences

Future Urban Development Area (FUDA) Meetings

"Tribeca Village" mixed-use development by T. Wall Properties:

On February 12, 2008, the Plan Commission approved the General Implementation Plan (click to see part one, part two, and part three for Tribeca Village. Tribeca Village is a "new urbanist" development for the Murphy property, located between the new Hwy 12 Bypass and Parmenter Street (Old Hwy 12), north of Century Avenue.  A mix of offices, retail, dining/entertainment, and residential has been approved for the site.

Plan Commission

The Middleton Plan Commission, which consists of seven members (the Mayor, the Chair of the Parks, Recreation and Forestry Commission, an Alderperson designated by the City Council, and 4 citizen members appointed by the Mayor), meets on the second and fourth Tuesday of each month.  The Commission advises the City Council on all planning and zoning related issues. The Commission is responsible for preparing and updating the City's Comprehensive Plan, and for reviewing all applications for subdivisions (plats, CSMs), conditional use permits, rezoning requests and site plans.  Application forms for these various Plan Commission reviews can be found on the menu at left.  Application materials must be submitted to the City at least two weeks prior to a Commission meeting.
