MIDDLETON/WESTPORT JOINT ZONING COMMITTEE

WEDNESDAY JULY 15, 2009 7:00 pm

 

PRESENT : Ron Bowen, Brad Robinson and John Van Dinter, Town of Westport; Duane Barmore and Cindy Zellers, City of Middleton

ABSENT : Derek Hungness, City of Middleton

ALSO PRESENT : Tom Wilson, Eileen Kelley

1. Call to Order

The meeting was called to order at 7:05 p.m. by Chairman Barmore.

2. Opportunity for Public Comment (for items not on the agenda)

There was no public comment.

3. Minutes of 2-25-09

Moved by Robinson, seconded by Zellers, to approve the minutes of 2-25-09. Motion carried .

4. Discussion and Possible Action on Request for Extraterritorial Zoning Expansion

Staff provided an overview of the issues and a summary of the information in a memo provided by the Town of Westport related to the number of permits, etc. that had been issued during the last few years in the area under discussion for possible ETZ expansion.

Following discussion, moved by Bowen, seconded by Robinson, that the Joint Committee recommend that the City and the Town pursue the process of incorporating additional lands to the east and south of the existing Extraterritorial Zoning area as presented at the meeting into the existing Extraterritorial Zoning area.  Motion carried.

5. Update on North Mendota Parkway

Staff provided an update on the status of actions by the North Mendota Parkway Implementation Oversight Committee.  Following discussion, the Committee recommended to the NMP IOC that it remove the routes under consideration located south of the Dorn Creek corridor because from a planning perspective those routes do not meet the City of Middleton and the Town of Westport’s joint planning efforts and adopted plans, and directed staff to prepare a detailed written request to do so for review and approval by the Chair, on a motion by Van Dinter, second Zellers.  Motion carried.

6. Update on communities of Bishops Bay

Staff provided an update on the annexation and the submission of a joint request for a Central Urban Service Expansion.

Moved by Van Dinter, seconded by Zellers, to adjourn at 8:00 p.m.
