MIDDLETON/WESTPORT JOINT ZONING COMMITTEE

WEDNESDAY SEPTEMBER 24, 2008 7:00 pm

 

PRESENT : Brad Robinson, Ron Bowen and John Van Dinter, Town of Westport; Duane Barmore, Derek Hungness and Cindy Zellers, City of Middleton

ALSO PRESENT : Tom Wilson, Eileen Kelley

 

1. Call to Order

 

Chair Duane Barmore called the meeting to order at 7:00 pm.

 

2. Opportunity for Public Comment (for items not on the agenda)

 

There was no public comment.

 

3. Minutes of 5-28-08

 

Moved by Bowen, seconded by Robinson, to approve the minutes of 5-28-08. Motion carried 6-0.

 

4. Consultation/Discussion with proposed Highlands of Bishops Bay Property Developer

 

Barmore suggested that the Committee review the previous approval and conditions, as well as the vision and mission statement from the Middleton/Westport Joint Zoning Committee. The developer and consultant for the proposed project presented their conceptual ideas for a sustainable, multi-generational neighborhood. Their proposal will include: a mix of housing types; transition zones between urban and rural areas; uses compatible with adjacent uses; preservation of environmentally sensitive land; appropriate stormwater management; and linked pathways and parks. The proposal will also bring agricultural into the community, possibly with serrated edges or “fingers” of green.

 

Bowen commended the consultant for the creative approach to land planning. Hungness said he appreciates the green approach, but there will be a need to discuss the proposed infrastructure also. Van Dinter stated that he likes the concepts, but it will be important to see the details. The requirement of zero water runoff from the site will need to be met. Zellers said that the town center idea is important. Bowen stated that successful developments include a lot of public amenities.

 

It was the consensus of the Committee to hold the next meeting at 7 p.m. on Wednesday, October 22, 2008, at Westport.

Moved by Van Dinter, seconded by Robinson, to adjourn at 8:16 p.m. Motion carried 6-0.
