Ron Bowen called the meeting to order at 7:02 pm.
2. Election of Chair
Moved by Van Dinter, seconded by Robinson, to elect Duane Barmore as Chair. Motion carried 4-0.

4. Minutes of 9-26-07
Moved by Bowen, seconded by Robinson, to approve the minutes of 9-26-07. Motion carried 4-0.
5. Design Review – Holy Wisdom Monastery, 4200 CTH M – construction of new monastery and renovations to former monastery (new Retreat Center)
Neal Smith presented the proposed plans for this project. Following discussion, moved by Bowen, seconded by Robinson, to recommend this project for approval to the Town of Westport with the following conditions: resolution of the fire district and EMS comments; compliance with the provisions stated by the Town’s Engineer; compliance with the Town’s ordinances, including lighting; a more detailed landscaping plan being submitted; compliance with the Town’s stormwater standards; compliance with the City’s parking standards; and provision of appropriate sanitary sewer service and payment of related fees, and required approvals including MMSD and CARPC. Motion carried 4-0.
6. Consultation/Discussion regarding the Highlands of Bishops Bay Property and Potential New Developer
Andy Inman, representing T Wall Properties, the potential new developer of this property, stated that they wanted to meet with the Joint Committee prior to any formal announcement of their involvement. He indicated that they intend to move forward within the parameters of the conceptually approved plan, including single family and multi-family housing, neighborhood commercial and office uses. No action was necessary.
7. North Mendota Parkway Report/Discussion
Tom Wilson provided an update on the North Mendota Parkway discussions. No action was necessary.
